Christopher F. Halpin, P.E., C.E.P., Leed™ A.P.
President

Chris Halpin is the President of Celtic Energy, Inc. an independent energy consulting firm specializing in energy efficiency program management, energy engineering, performance contracting consulting, and sustainable/green building design. Celtic Energy assists clients in reducing energy costs locally, nationally, and internationally. Mr. Halpin also teaches classes to design and construction professionals regarding Energy Efficiency, Sustainable Design, Lighting, HVAC, Homeland Security Design and Construction, and Design-Build Construction across the country. He has also provided energy efficiency training to utility account executives, operating engineers, and others.

Chris has been active in the energy efficiency industry for 20 years. He has worked for several nationally known ESCOs and consulting firms in various roles including engineering, management, and sales. His past and present clients include utilities, universities, hospitals, public school systems, state and federal government agencies, and several Fortune 500 manufacturing, insurance, and financial services companies. Some of his recent clients include: NCR Corporation; as an outsourced Global Energy Manager since 2000, he has saved this multinational company over $2 million globally; US Department of Energy- Quality Assurance services as a Project Facilitator for Federal ESPCs (Energy Savings Performance Contracts) on a national basis; He is making military construction efforts more energy efficient and sustainably designed for Nellis Air Force Base in Las Vegas, NV. He has an On-Call contract with the State of CT -DPW to provide energy engineering services; State of Nevada - ESPC Consulting Services; Clark County School District of Las Vegas, NV, the fastest growing, and 5th largest district in the US just awarded him several contracts to provide QA services on LEED Gold Prototype schools, HVAC Design Guidelines, and an ESPC program for schools; Northeast Utilities- Quality Assurance services for several of their energy efficiency programs.

Chris is a registered Professional Engineer in Connecticut, New York, and Florida. He is also a Certified Energy Procurement Professional by the Association of Energy Engineers. He is a LEED (Leadership in Energy and Environmental Design) Accredited Professional by the US Green Building Council. He is a member of the Northeast Energy Efficiency Council and Chair of the Legislative Outreach Committee for the NEEC-CT Chapter. Mr. DellíOso is the Manager of Engineering Services for Celtic Energy. In this position, he is responsible for identifying and overseeing the development of comprehensive energy projects, Quality Assurance services, and managing energy audits of client properties. He has managed diverse multi-million-dollar energy-saving performance contract (ESPC) engagements for the Department of Veteranís Affairs and the U. S. Navy (Naval Facilities Engineering Command). Since 1991, he has been involved in all aspects of energy conservation, including conducting energy audits and feasibility studies of commercial, industrial, and institutional facilities, identifying and analyzing energy conservation measures, testing and evaluating mechanical and electrical systems, energy conscious construction design reviews, implementation plans, and project and construction management efforts.

At Celtic Energy he is managing energy engineering, design, and construction administration efforts for the State of Connecticut DPW. The DPW sites he is overseeing include two large courthouses, a state prison, and a juvenile detention center. He is also managing the companyís Energy Consultant role at the City of Derby, CT. He is overseeing the management of an Energy savings Performance Contract (ESPC) for the City. Mr. DellíOso also oversees Celtic Energyís Quality Assurance contract for Connecticut Light & Powerís Small Business Energy Advantage Program. He performs pre and post inspections on lighting projects throughout the state.

With his former employer, some of Mr. DellíOsoís recent project activities included being part of a successful proposal development team for the U.S. Navy to provide energy efficiency services to Navy bases throughout Europe. Mr. DellíOso managed the first turn-key Delivery Order under this contract, located at Naval Air Station (NAS) Sigonella, on the island of Sicily (Italy). The major aspect of this multi-million-dollar energy project included the immediate improvement of aircraft support system performance by replacing ten 50 Hz to 60 Hz and 50 Hz to 400 Hz rotary (motor-generator) frequency converters (with a total connected load rating ~ 2MkVA) with new ìstaticî solid-state units. In addition, Mr. DellíOso recently managed the design and implementation effort of three VA Medical Center projects under the auspices of two Federal Super ESPC awards. The projects included chilled water system upgrades, EMS expansion, water / sewer conservation, and facility wide steam and lighting systems upgrades.

Mr. DellíOso has a B.T. in Energy Engineering from Rochester Institute of Technology and received his A.S. in Mechanical Engineering Technology from Hartford State Technical College. He is a senior member of the Association of Energy Engineers (AEE) and the Cogeneration and Power Institute (division of AEE).

Jess Franco, P.E., has been providing consulting and management services in the areas of performance contracting, energy and operational conservation services, Government contracting, and general procurement for the past twelve years.  Mr. Franco has over 38 years in general construction and procurement, with over ten years specifically in the performance and energy conservation arena.  He has been a speaker at numerous Federal forums regarding performance contracting, especially as applies to energy savings projects.

He has been the Senior Vice President of ADT Construction Group, Inc., a General Contractor and demolition/abatement specialty contractor for four years; responsible for overseeing the marketing, design, and construction of projects ranging from the expansion of a joint Veterans Affairs/Air Force hospital to design/build projects to the demolition and abatement of multiple story structures.

Before joining ADT, Jess Franco was the Vice President of Government Programs for Northeast Energy Services (NORESCO) LLC.  He was responsible for executing millions of dollars of Government energy savings performance contracts worldwide; to include developing, negotiating, and implementing projects under the Federal energy savings performance contract (ESPC) program as well as the Army’s nationwide - $125 million Maintenance, Repair and Renovation contract. 

Prior to joining NORESCO, he was the Director of Government Programs for HEC Energy and Design Services, where Mr. Franco was instrumental in securing over $70 million of ESPC and energy savings opportunities with the Army’s Huntsville Corps of Engineers District; the Department of Energy, the Army's Medical Command; the Navy’s Mediterranean contract; and the largest single site Federal ESPC project ($30.2 million) awarded at that time.  He helped HEC lead the way in Federal energy performance contracting by adapting private-sector “design-build” and other innovative approaches to Governmental energy savings performance contracting.

Mr. Franco is a retired Army colonel, a licensed professional civil engineer, and an ex-Army paratrooper with over 28 years of engineering, legislative, and governmental experience.  Mr. Franco worked for many years on Government procurement, is a past construction Contract Officer, and was a District Engineer with the U.S. Army Corps of Engineers.   He is experienced in Federal contracting; engineering, energy and environmental programs; performance contracting of all types; Governmental relations with the Department of Defense; Congressional affairs and legislative action; and base closure and defense conversion.

He was involved in the construction of the Air Force Wilford Hall Medical Center and energy performance and specialty projects at Tyndall AFB, MacDill AFB, Patrick AFB, Minot AFB, Nellis AFB, Arnold Air Force Engineering Development Center, Eglin AFB, Hickam AFB, Anderson AFB, Sigonella AFB, Westover ARB, Walter Reed Army Medical Center, FT Gilliam, FT Monroe, FT Shafter, FT Sam Houston, FT Eustis, FT Huachuca, FT Irwin, Naval Facilities-MED, New London NB, Portsmouth NSY, and others.

Mr. Franco has a B.S. in civil engineering from the University of Wisconsin, an M.S. in engineering administration from George Washington University, and an M.A. in national security and strategic studies from the United States Naval War College.
