Stephen Wells serves as Executive Director of Engineering for Celtic Energy (CEI). With over 35 years of experience in the energy engineering industry, Mr. Wells brings to the CEI team valuable knowledge of energy project development and a strong passion for energy conservation. As Executive Director, Mr. Wells oversees the entire engineering team, performs oversight and management of Energy Savings Performance Contracts (ESPCs), and communicates with clients in order to achieve successful and cost-effective energy projects. Other responsibilities include analysis and verification of energy conservation measure development, measurement & verification (M&V) and commissioning (Cx) plan development, large commercial and industrial energy auditing, and energy simulation modeling.
Before joining CEI, Mr. Wells worked at Noresco, an energy services company, where he acted as part of the Development team for Federal ESPCs. Previously, he served as Vice President of Operations at Practical Energy Solutions, a design/build energy services company specializing in lighting and lighting controls systems, as well as proving energy engineering services for strategic partners. In this role, he was responsible for managing day-to-day operations including direction over the project development staff, design/analysis engineering station, and implementation/construction staff. During his time as PES, Mr. Wells received multiple professional awards, including AEE CT Chapter Energy Project of the Year (100 Northfield – Enfield, CT) in 2010 and AEE’s Regional Energy Project of the Year (Wesleyan University) in 2009.
Prior to PES, Mr. Wells held the position of Team Leader for the Project Development Team at Trane, where he conducted more than 60 Investment Grade Audits (IGAs) over three years that resulted in over $20 million in turnkey energy services projects, and he was able to secure over $6 million in utility incentives/rebates for these projects. He also gained extensive expertise in designing new and retrofit control systems and performing energy models to analyze and improve facilities’ energy uses. Previously, Mr. Wells acted as President, Energy Engineer, and Energy Consultant for Energy Services First, Inc., an energy engineering services consulting firm. His duties included IGAs, site surveys, conceptual design, master plan studies/design, facility energy modeling, energy conservation measure modeling, payback analysis, final design, commissioning, retro-commissioning, monitoring and verification, and utility incentive/rebate application services.
Mr. Wells is a licensed Professional Engineer in Connecticut, as well as a Certified Energy Manager (CEM) and Certified Demand-Side Management Professional (CDSM) by the Association of Energy Engineers (AEE). He is also a LEED Accredited Professional by the U.S. Green Building Council (USGBC). Mr. Wells is a member of several professional organizations, including AEE, American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), Instrumentation, Systems, and Automation Society (ISA), and USGBC. He has a Bachelor’s Degree in Electrical Engineering.
