Energy Industry Peer Groups

Mr. Halpin has current and past involvement in energy industry peer groups geared toward constantly improving the energy services industry. These groups have included:
US Department of Energy - Federal Energy Management Program - ESCO Steering Committee

DOE/GSA sponsored group of major ESCOs and agency representatives constantly worked to improve delivery of energy savings performance contracts to government agencies. Mr. Halpin has participated in this group for several years, and contributes ideas to improve the process. Results have included dramatic reduction of “selection to contract award” period from 24+ months to less than 12 months; streamlined M&V, savings calculation, and review procedures.
FMS Sharing Forum

- Through his client NCR, Mr. Halpin is involved in the Energy Best Practices Subcommittee of this Facilities Management Best Practices Sharing Forum. The group which includes representatives from Ford, EDS, Cargill, and Procter & Gamble and other large facility owners and managers, meets quarterly to share ideas on improving facility management services, including managing utility costs.
Alliance to Save Energy – Task Force for Implementing EPACT 92

Energy users, ESCOs, manufacturers, and government officials gathered quarterly over a 12 month period to jump-start implementation of EPACT 92 legislation. The final report identified ways to reduce obstacles to implementing energy saving projects faster, cheaper, and with greater persistence of savings.
Association of Energy Engineers- 2002 World Energy Engineering Congress

At the world’s premiere energy industry conference in October 2002, Mr. Halpin chaired a technical session on “High Performance Buildings” discussing the current best practices in building management and design of energy systems from around the world.
