Client: City of Derby, CT
Scope: In December 2003 Celtic Energy was selected to provide quality assurance of an ESPC contract between the City and ESCOs. The City is including the three schools, Old City Hall, and the municipal wastewater treatment plant. Duties include project expediting, coordination of various City agencies and sites, due diligence review of Initial Proposals and Detailed Energy Surveys, including; savings calculations, monitoring and verification plans, O&M, training, and EH&S plans prior to execution of multi-million dollar contract. Also review design plans, equipment submittals, etc. and assist in negotiating these issues, among others in Final Contract Award. Post-contract duties will include monitoring of ESCO’s M&V, commissioning, and training plan execution. Celtic Energy is also providing Energy Efficient Design Review Services for the renovation of the New City Hall, and consulting on the City’s participation in a proposed Renewable Energy (bio-mass fired energy) Plant development, and coordinating the City’s participation in the ISO New England’s Load Response program aimed at avoiding blackouts during peak summer days.
