Project: Energy Savings Performance Contract Quality Assurance Program

Scope: In January 2003 Celtic Energy was selected to provide quality assurance of Federal ESPC contracts between owner Agencies and ESCOs. In April 2005, our NREL contract was transferred to The DOE's Golden, CO Field Office. Duties include project expediting, coordination of various government agencies and sites, due diligence review of Initial Proposals and Detailed Energy Surveys, including; savings calculations, monitoring and verification plans, O&M, training, and EH&S plans prior to execution of multi-million dollar contracts. Also review design plans, equipment submittals, etc. and assist in negotiating these issues, among others in Final Contract Award. Post-contract duties include monitoring of ESCO’s M&V, commissioning, and training plan execution.
Features: Celtic Energy has shadowed two existing PFs on ESPC projects at Fort Drum, NY and GSA Suitland, MD.

- IRS Center - Holtsville, NY Federal Prison Raybrook, NY
- We have been working as a primary PF on several projects, a large Bureau of Prisons facility in Ray Brook, NY, and the Vermont Army National Guard.
- We were assigned the IRS Center in Holtsville, NY, and kicked off the project in September 2004.

Project: SAVEnergy Audits of Federal facilities
Client: US Department of Department of Energy
Scope: In April 2005 Celtic Energy was selected (One of only nine firms in the US) to provide comprehensive SAVEnergy Audits of Federal facilities across the country.
Features: We have been awarded the following facilities under this contract:
- Fort Jackson, SC -
Fort Jackson is the largest and most active Initial Entry Training Center in the U.S. Army, training 34 percent of all soldiers and 69 percent of the women entering the Army each year. Celtic Energy is auditing 750,000 square feet of barracks on the base.
- Carl Stokes Federal Courthouse ñ Cleveland, OH
This 21 story, 750,000 square foot courthouse is being audited to reduce its annual utility bill. There are significant opportunities to upgrade the lighting and controls systems to improve performance and reduce costs.
- Indian Health Service Hospitals: Santa Fe and Mescalero, NM
These older facilities provide desperately needed health services to Native Americans in their respective areas. The facilities requires major HVAC and controls upgrades which will be evaluated during the audit.
