Mr. Halpin's expertise was apparent the first time we met at the North Carolina Sustainable Energy Conference.

When University of North Carolina - Wilmington (UNCW) decided to obtain Owner's Representative Services, Mr. Halpin, accompanied with excellent references, stood out above the rest. Chris was knowledgeable in the process, very responsive, easy to work with, and performed the Owners Representative role exceptionally well.

During the interview Mr. Halpin was able to speak at length, and in detail, about our State's specific performance contracting procurement process. He also spoke about critical points in the project, where detailed assessment or negotiation would be necessary to assure our institution was receiving the best value and protection for the project.

Celtic Energy's assistance on UNCW's performance contract has been excellent. Mr. Halpin has served as a great resource and educator to those on our selection committee who do not fully understand the intricacies of performance contracting. He has helped to evaluate the campus and prepare the RFP. His proposal evaluations and guidance have allowed us to confidently shortlist Energy Savings Companies to interview.  We expect that he will continue to give us excellent counsel as we interview, prioritize, and begin negotiations with the selected Energy Savings Company.
