ESPC Best Practices Guide for Energy Savings Performance Contracting

Celtic Energy was contracted by Connecticut Light & Power (CL&P) and United Illuminating (UI) to develop a comprehensive ‘best practices’ document for Energy Savings Performance Contracting (ESPC) in the Municipal, University, School, and Hospital markets. The goal of the document is to define and explain the technical steps involved in efficiently running a successful ESPC project.

CITY OF HENDERSON, Nevada

Celtic Energy has been the 3rd Party energy services consultant for the City of Henderson, Nevada since 2005. The first Energy Savings Performance Contract (ESPC) completed by the City was a $2.8M energy savings project for their Justice Facility. Completed in 2007, the project is saving over $250,000 per year. This Project is now in the 'post-implementation' stage. Subsequently, CEI has assisted Henderson in developing a $17.8M City-Wide energy conservation and operational savings project, which will save the City over $1.78M a year. Both projects involve lighting, HVAC improvements, a new chiller, building envelope, building controls, renewable energy, and computer power management and water savings measures. The City-Wide ESPC project is in its design and implementation stage, expected to complete in late 2010.

The City has applied for, and is expecting to add another $3.16M in renewable energy and energy conservation projects, funded in part with 'Stimulus' funds. The added projects involve a hydroelectric renewable system, a solar photovoltaic renewable system, EMS controls and HVAC upgrades. These projects will be completed along with, and as part of, the City-Wide ESPC project.


 

CITY OF RENO, Nevada

Celtic Energy has been the 3rd Party energy services consultant for the City of Reno, Nevada since 2007. The first Energy Savings Performance Contract (ESPC) project by the City has developed with CEI's assistance is a $4M renewable energy and energy savings project. This ESPC project is in its 'design and implementation' phase, expected to complete in 2010. The City is utilizing an innovative financing vehicle, low interest Clean Renewable Energy Bonds, or CREBS, for portion of the project cost.

A second ESPC project CEI is assisting Reno with is a $16.3M City-Wide energy conservation and operational savings project, which will save the City over $1.1M a year. The project is in the final 'financial grade audit' phase, expected to begin its 'design and implementation' phase in September 2009. The City-Wide project involves photovoltaic renewable, wind-energy renewable, solar domestic water heating, building lighting, HVAC improvements, a new chiller, building envelope, building controls, and water conservation measures.


 

DOUGLAS COUNTY SCHOOL DISTRICT, Nevada

Celtic Energy is assisting the Douglas County School District, in Minden, Nevada, implement a $5.2m ESPC project, which will save the District $360,000 per year. The Project involves 11 schools (elementary thru high school) and 6 support facilities; and, includes building lighting, special gymnasium lighting, exterior lighting, HVAC, building envelope, building controls, computer power management, and trash compaction conservation. The District has recently added another $3M in safety and energy conservation measures to the overall Project. The project is expected to complete the 'implementation' phase by fall of 2009.


 

CHURCHILL COUNTY SCHOOL DISTRICT, Nevada

Celtic Energy has been the 3rd Party energy services consultant for the Churchill County School District in Fallon, Nevada, since mid-2007. The School District has implemented over $3.7M in an energy and water conservation project, which will save the District over $230,000 per year. The Project involved 6 schools (elementary thru high school) and a number of ancillary buildings. The conservation project included building lighting, special gymnasium lighting, HVAC, building envelope, building controls, computer power management, new transformers, and water conservation measures. The Project is in the first year of the 'post-implementation' period, with CEI providing measurement and verification (M&V) and annual report review services.


 

WASHOE COUNTY SCHOOL DISTRICT, Nevada

Celtic Energy has been the 3rd Party energy services consultant for the Washoe County School District in Reno, Nevada, since early 2008. The School District has implemented over $1.3M in an energy and water conservation project, which will save the District over $168,000 per year. The Project involved a number of schools (elementary thru high school). The conservation project included building lighting, special gymnasium lighting, boiler recommissioning, building controls, and new transformer. The Project is in the first year of the 'post-implementation' period, with CEI providing measurement and verification (M&V) and annual report review services.


 

WEST CHARLESTON CAMPUS, DEPT of HUMAN RESOURCES, Nevada

Celtic Energy has been the 3rd Party energy services consultant for the West Charleston Campus (WCC), DHR, in Las Vegas, Nevada, since mid-2005. WCC has implemented over $3M in an energy and water conservation project, which will save the Campus over $224,000 per year. The site involves a number of facilities, encompassing three different State agencies. The conservation project includes building lighting, HVAC improvements, a new chiller, building controls, computer power management, trash compaction, and water conservation measures. The Project is in the 'post-implementation' period, with CEI providing measurement and verification (M&V) and annual report review services.
