In February of 2008, Douglas County School District (DCSD) contracted with Celtic Energy Inc. (CEI) to perform Third-Party Consultation Services in relation to the Energy Cost Savings Performance Contract DCSD entered into in 2008, in an effort to improve energy consumption within our schools.

DCSD was first and foremost impressed with the initiative displayed by Celtic Energ, as we were pursuing a very tight timeline for the Performance Contract, which resulted in a much expedited contract process between DCSD and Celtic Energy.

Celtic Energy met every time constraint we placed them under, arranging to be in attendance in person or via conference call for every meeting held for this project within in a matter of days from our first contact with them. Also, with little concern about the lack of time offered to get brought up to speed, CEI provided thorough review for every aspect of the project, from its beginning stages to ensure that our District was thoroughly protected.

As the project continued into the implementation and construction phases, CEI worked with the selected contractor to alleviate any of the District's concerns in a step-by-step manner. Each time the District needed clarification on any aspect of the project, or disagreed with the contractor's methodology, Celtic Energy led the battle for the District, ensuring the contractor resolved any concerns in an expeditious manner.

Also, CEI continues to aid DCSD through the Performance Contracting process, to ensure the District fully realizes the impact and process of this project. It is largely due to CEI that our project has moved so swiftly and smoothly, as they have assisted our District with negotiations with the Contractor selected.  CEI assisted in the preparation and coordination of the contract, and conducted site visits to monitor the projects' progress.

Additionally, the engineering knowledge of our Celtic representative, Jess Franco, in addition to other members of the CEI staff, has been an incredible resource to our District. The technical oversight and quality control that Celtic has provided our District over the last few months has been invaluable in keeping our project on a strict timeline, and ensuring that all aspects of the project will essentially pay for themselves.

Other services provided by CEI include: review of any proposed changes to the ESPC contract, insuring any changes are in the best interest of the District, and aligned with the expected end results; review of all submittals and specifications; review of any invoices from the contractor; presentations to the DCSD Board of Trustees regarding the project; monitoring the contractor to confirm they are upholding the contract, as well as  all state and local laws pertaining to Performance Contracts; ensuring the contractor has applied for any applicable rebates in conjunction with the Performance Contract, and much more.
