The City of Henderson,
Nevada is the second largest city in Nevada, and one of the fastest growing
cities in the US. They are in the process of designing and building several new
facilities in order to meet the tremendous growth of the greater Las Vegas metropolitan area.
The City has chosen to use Energy Savings Performance Contracting (ESPC) to improve existing facilities, reducing
costs while preserving capital improvement funds for new facilities. The first
building chosen to participate in an ESPC is the Justice Facility.
- ESPC
- Third Party Consulting - Celtic Energy is providing Third Party
quality assurance of Henderson's first ESPC contract on the 45,000 SF Justice
Facility. Duties include preparation of the RFP for selecting an ESCO, review
of Initial Proposals and Detailed Energy Surveys, including; savings
calculations, monitoring and verification plans, O&M, and training plans.
We will also review design plans, equipment submittals, etc. and assist in
negotiating these issues. Post-contract duties include monitoring of the ESCO's
M&V, commissioning, and training plan execution. As a result of our
efforts, a $2.3 million contract was awarded to Ameresco in July 2006. The
projects include lighting upgrades, BAS improvements, boiler replacements, as
well as City wide LED traffic control signals, and a Computer Power Management
system on over 1,600 workstations across the City.
- New Addition to Justice Facility - CEI has been engaged to
provide energy efficiency consulting targeted at reducing the facility's
utility costs, and securing the maximum incentives available through Nevada
Power and the Southern Nevada Water District.
- Develop Energy Efficiency Design Standards - Based on
Henderson's desire to make all new buildings models of functionality and
efficiency, we have prepared a proposal to provide Henderson with energy
efficiency consulting services targeted at improving the energy efficiency of
all new facilities by reviewing and modifying the City's standard Design Manual
to reflect current energy efficiency practices, designs, and techniques.
