Scope:  In response to the devastation experienced in the Gulf Coast states by Hurricanes Katrina and Rita in 2005, the President called for executive departments and agencies to take appropriate actions to conserve energy and fuel use at federal facilities.  Accordingly, the U.S. Department of Energy (DOE), Federal Energy Management Program (FEMP) formed Energy Saving Expert Teams (ESET) to identify opportunities to reduce energy use and cost, focus on reduced consumption of natural gas, and lead each site to more comprehensive energy savings projects.

Due to its collective expertise in a broad range of building energy efficiency technologies and operations and maintenance procedures, Celtic Energy was selected as a FEMP ESET and tasked to identify ways to help Wright-Patterson AFB alleviate the effects of tight natural gas supplies and significantly higher fuel prices.

Results:  A fast-track assessment of selected facility components was conducted on December 12 - 14, 2005 and a subsequent report was generated. The assessment identified numerous low-cost, short term measures that would provide over $117,000 in annual energy cost savings to the facility. In addition, Celtic Energy was able to provide recommendations for O&M improvements that would lead to more lasting reductions in demand for natural gas. Longer-term projects, that the site could implement as funding and time permitted, were also identified. These included EMS expansion, steam distribution system upgrades, O₂ trim for boilers, and T5HO fixture installations (in place of HID lighting).
