Project: Energy Savings Performance Contract Quality Assurance Program

Client: US Department of Energy / National Renewable Energy Labs

Scope: In January 2003, and again in April 2005, Celtic Energy was selected to provide quality assurance of Federal ESPC contracts between owner Agencies and ESCOs. Duties included project expediting, coordination of various government agencies and sites, due diligence review of Initial Proposals and Detailed Energy Surveys, including; savings calculations, monitoring and verification plans, O&M, training, and commissioning plans prior to execution of multi-million dollar contracts. Also review design plans, equipment submittals, etc. and assist in negotiating these issues, among others in Final Contract Award.  

Our expert work has saved the Government millions of dollars in construction costs as well as energy savings.
