Mr  Chris Halpin, P.E., President and Maggie Selig, P.E., Director of Quality Control, has given us invaluable assistance during our Performance Contracting project thus far.

Celtic Energy's services came highly recommended from our other liaisons within North Carolina. It was evident, during our first meeting at the interview stage, that Mr. Halpin was an expert at the process of Performance Contracting  and had extensive knowledge on how to negotiate every aspect of the unique procurement system in North Carolina. Mrs. Selig has provided valuable expertise in reviewing every minute detail of our project scope to ensure its quality. They have demonstrated this through knowledge, effective communication and providing solutions during the process. We feel confident that their services will allow WCU to receive the highest value for this project.   

Thus far Celtic Energy's services have been absolutely outstanding. Mr. Halpin and his staff were always available to us when we need their assistance. The tools, guidance and expertise that were detailed during the selection process have far surpassed our expectations. It has made this project successful and pleasing to date. A key component of this is Celtic's ability to effectively communicate with all parties involved.  The final Investment Grade Audit will be completed this month and we expect Celtic Energy's high level of service to continue as we move forward in the approval process and begin the construction phase.
